Early Life

He was born at Khrangajhar on the outskirts of the steel city of Jamshedpur, into a Munda family of modest means. His father died when he was young. He went to school in Jamshedpur and later took a diploma in social sciences through a distance-education university.

Career

The statehood movement

As a teenager he joined the agitation for a separate state of Jharkhand and became an activist of the Jharkhand Mukti Morcha, the party of Shibu Soren. In 1995, at twenty-seven, he was elected to the Bihar assembly from Kharsawan on its ticket.

To the BJP

Shortly before the state was formed in 2000 he moved to the Bharatiya Janata Party. He was Minister for Welfare in the first government of Jharkhand, under Babulal Marandi.

Chief Minister

  • **2003–2005:** when Marandi was forced out in March 2003, the party chose Munda, then thirty-five, as a man acceptable to its allies
  • **2005–2006:** he returned after Shibu Soren’s ten-day government fell, heading a coalition dependent on independents, which collapsed when they switched sides
  • **2010–2013:** he led a government in alliance with Soren’s party, which ended when it withdrew support

In a state where no government lasted long, he gained a reputation as a skilful manager of coalitions. His governments signed agreements with steel and mining companies, many of which ran into resistance over land.

Parliament and the Union government

He won the Lok Sabha seat of Jamshedpur in 2009. He lost his assembly seat in 2014, when the BJP won the state and chose a non-tribal Chief Minister. In 2019 he was elected to the Lok Sabha from Khunti, the home ground of Birsa Munda, by fewer than fifteen hundred votes.

Narendra Modi made him Minister of Tribal Affairs. In his term the government expanded the network of residential schools for tribal children, began observing Birsa Munda’s birthday as a national day of tribal pride, and launched a programme for the most vulnerable tribal groups. In December 2023 he was also given the agriculture ministry.

Defeat

He lost Khunti heavily in the general election of 2024, part of a wider swing of tribal seats in Jharkhand away from his party.

Archery

He has been president of the Archery Association of India since 2019. The association regained its international recognition under him, and Indian archers have won more medals at world level than at any earlier time, including at the Asian Games of 2026.

Personal Life

He is married to Meera Munda, who has also contested elections. They have three sons. He plays the flute and several other instruments, is a keen golfer and speaks a number of languages of the region. He survived a helicopter crash at Ranchi in 2012, in which he and his wife were injured.
