HCLTech announced on 24 July 2026 that it will build an AI data centre at the Odisha Sovereign AI Park in Bhubaneswar, in partnership with Sarvam AI and the Odisha government, at a cost of Rs 14,257 crore. The figure includes financial assistance from the state government, and a memorandum of understanding was signed in the presence of Chief Minister Mohan Charan Majhi. It will be HCLTech’s first AI data centre and supports the company’s entry into the full-stack AI market, combining its AI capabilities with Sarvam’s foundation models for sector-specific applications. HCLTech Chairperson Roshni Nadar Malhotra said the company wants to be an enabler of India’s sovereign AI ecosystem, in line with Digital India and Atmanirbhar Bharat.

The argument that the project is significant begins with its scale and its purpose. An investment of Rs 14,257 crore is a large commitment, and it is tied to the sovereign AI park, which is a purpose-built innovation district combining high-performance computing, talent development, research, startups, global enterprises and government use on one campus. The park aims to make Odisha a net producer and exporter of computing resources to other states. The project is meant to deliver multilingual AI services to the last mile and to meet the sovereignty requirements of government customers. Sarvam, whose models support more than 22 Indian languages, brings model expertise, and HCLTech has also led its recent Series B funding round with $150 million, so the partners are linked financially as well.

The counter-argument is that the announcement leaves several important questions open. The report does not give the capacity of the facility, either in megawatts or in the number of GPUs, and it gives no construction timeline, no phases, no job numbers and no details of power and cooling. Data centres for AI use large amounts of electricity and water, and the cost of the project depends heavily on the chips that will fill it. Sarvam was allocated 4,096 NVIDIA H100 GPUs under the IndiaAI Mission, but the report does not say whether those will be part of this facility. A memorandum of understanding is also not the same as a final agreement, and the figure of Rs 14,257 crore includes state assistance whose terms are not given, which leaves the amount that the company itself will spend unclear.

The project matters for the country because demand for data centres is growing fast. Global data centre demand is expected to nearly triple by 2030, and India’s growth is expected to be faster, so capacity built now could serve both domestic users and others. For Odisha it is a chance to build a place in the digital economy. For the country it is a step toward keeping the data and computing for sensitive applications within its borders.

HCLTech, Sarvam and Odisha have agreed a large AI infrastructure project and given it a sovereign label. The amount of Rs 14,257 crore is the one number the partners have published. The details of capacity, timing and financing will decide whether it becomes a working facility or stays an announcement.
