Early Life

He was born in the village of Chennithala, near Mavelikkara, the son of a schoolteacher. He joined the Kerala Students Union at school, became its state president in 1980 and took degrees in economics and law.

Political Career

A fast start

In 1982, at twenty-six, he won the Haripad Assembly seat. The same year he was elected national president of the National Students’ Union of India. In 1986 the Chief Minister, K. Karunakaran, made him Minister for Rural Development, the youngest minister the state had had. He went on to be national president of the Indian Youth Congress in 1990.

Parliament and the national party

He was elected to the Lok Sabha from Kottayam in 1989, 1991 and 1996 and from Mavelikkara in 1999. In Delhi he held posts in the All India Congress Committee and was a member of the Congress Working Committee.

State party president

After losing his parliamentary seat in 2004 he returned to Kerala and in 2005 became president of the Kerala Pradesh Congress Committee, a position he held until 2014, the longest tenure in recent decades. The party was then recovering from a split, and he worked in tandem with Oommen Chandy, who led it in the legislature; the front won the Assembly election of 2011 by a narrow margin. He was elected again from Haripad that year and has held the seat since.

Home Minister

He joined Oommen Chandy‘s cabinet as Home Minister in January 2014. His tenure saw a drive against organised gangs and moneylenders known as Operation Kubera and the introduction of community policing schemes.

Leader of the Opposition

After the defeat of 2016 he led the opposition for five years. He brought a series of charges against the government of Pinarayi Vijayan: a contract giving a foreign company access to health data during the pandemic, licences for breweries and a deep-sea fishing agreement, several of which were withdrawn after his disclosures, and the gold-smuggling case of 2020. The front nevertheless lost the 2021 election, the first time in four decades that a Kerala government had been re-elected, and the party replaced him as legislature leader with V. D. Satheesan. He accepted the decision publicly and was given national responsibilities, including charge of the party’s affairs in Maharashtra.

Return to office

He headed the front’s campaign committee for the 2026 election. He was sworn in on 18 May 2026 as minister for home, vigilance, prisons, fire services and the coir industry in the Satheesan government.

Personal Life

He is married to Anitha, and they have two sons, Rohit, a doctor, and Ramit, a civil servant. He is a regular at Kerala’s temple festivals and literary events, and has written a column and several books in Malayalam.
