Congress leader Rahul Gandhi on Friday, 16 October 2026, criticised the government over a planned meeting between US Secretary of State Marco Rubio and External Affairs Minister S. Jaishankar in Mumbai, according to The Wire. ‘Mr Rubio has summoned his employee to Mumbai,’ he said, challenging Prime Minister Narendra Modi to explain the situation.
The words are an attack on the government and not a description of the facts of the meeting. The Wire reports that Mr Gandhi called Mr Jaishankar an ’employee’ of the US official. IndiaX24 reports the statement as political criticism and notes that the reports reviewed do not include a response from Mr Jaishankar.
The meeting is scheduled for 20 October 2026 in Mumbai, according to The Wire. It follows Mr Jaishankar’s meeting with the deputy prime minister of the United Arab Emirates on 19 October. The agenda is to review India-US relations and to discuss defence, trade, energy, critical technologies and regional and global developments, according to the report.
Congress general secretary Jairam Ramesh raised a procedural point. He questioned why the US ambassador and not the spokesperson of India’s Ministry of External Affairs announced a Union minister’s meeting, calling it ‘extraordinary’, and he pointed to a pattern in which India learns of significant developments from US officials first, according to The Wire. IndiaX24 reports this as the Congress’s view and has not verified the pattern.
The Ministry of External Affairs confirmed the meeting at its press briefing on Friday and described it as an opportunity to strengthen the India-US Comprehensive Global Strategic Partnership and to sustain high-level engagement, according to The Wire. The ministry’s statement was therefore made on the same day as the Congress criticism, and the reports reviewed do not say which came first.
The sequence of dates is short. The meeting is on 20 October, four days after the briefing on 16 October, and a day after the UAE meeting, counts by IndiaX24 from the dates reported. The reports reviewed do not give details of Mr Rubio’s wider itinerary in India.
Visits by a US Secretary of State to India are normally announced by both governments, but practice varies, which is general background and not a finding of the reports. The Congress’s complaint is that the announcement came from the US side, and the reports reviewed do not show whether the MEA had made an earlier announcement.
The political context is that relations with the United States are a recurring subject of attack from the opposition. IndiaX24 has reported on trade and diplomatic matters in earlier articles, and the reports reviewed do not say whether the talks will include a trade agreement or the issues of tariffs, which the agenda lists only as trade and energy in general terms.
The agenda is broad. It lists defence, trade, energy and critical technologies, which are areas on which the two countries have held talks in the past, and the reports reviewed do not describe expected outcomes or announcements.
IndiaX24 will report on the meeting on 20 October and on any outcome documents.
