Which States Are Missing From the Election Commission’s Roll Revision: Seven Await Separate Schedules and Three Wait for Better Weather

The Election Commission’s order for a Special Summary Revision in 17 states and union territories also named the places that it did not cover, and said that schedules for them would be announced separately, according to ThePrint’s account of the directive. The omissions fall into two groups, depending on the reason given.

The first group is seven places where the Special Intensive Revision is ongoing or has recently concluded: Andhra Pradesh, Haryana, Karnataka, Maharashtra, Odisha, Telangana and Delhi, according to the report. For them the Commission said a schedule would be announced separately. Delhi is the only union territory with a legislature in that list, which is general background.

The second group is Himachal Pradesh, Jammu and Kashmir and Ladakh, where the exercise has not begun and local weather conditions will be considered, according to ThePrint. The three regions are mountainous and heavy snowfall in winter can make field work difficult, which is general background and the likely reason for the weather reference, although the report does not elaborate.

A simple count shows the coverage. The 17 included places, the seven in the first group and the three in the second come to 27, which is IndiaX24’s sum. India has 28 states and eight union territories, a total of 36 which is general background, so nine places are not mentioned in the reports reviewed. IndiaX24 has not identified which they are, and some may have been covered by earlier phases of the intensive revision.

The difference between the two exercises explains why the groups are separate. The Special Intensive Revision involves a full house-to-house verification of voters, and the Special Summary Revision is a lighter update of existing rolls using claims and objections, according to general background. The states where the intensive exercise is going on do not need a summary revision at the same time.

The opposition has attacked the intensive revision. IndiaX24 has reported that the Supreme Court issued notice to the Election Commission and the Chief Election Commissioner on opposition petitions against it, and that petitions are being heard on 14 decisions allegedly taken unilaterally by the Chief Election Commissioner, according to a search summary of an Indian legal digest. The decisions are not itemised in the reports reviewed.

Business Today’s headline says the Commission announced voter list revision in 17 states ‘with the SIR schedule to follow’. The seven states are therefore the ones to watch for the next announcement, and the reports reviewed do not give dates.

For voters in the seven states the practical point is that the dates in the 17-state schedule, such as the draft rolls on 12 November, do not apply to them. They should wait for the Commission’s separate notice, according to the report. For voters in the three Himalayan regions, the timing will depend on conditions and on the Commission’s decision.

The reports do not say whether the same qualifying date of 1 January 2027 will apply to the places left out, and IndiaX24 does not assume that it will.

IndiaX24 will report on the separate schedules when the Commission releases them.
