Bihar Chief Minister Samrat Choudhary inaugurated a leather and footwear cluster costing Rs 140.95 crore at Mahwal in Muzaffarpur on Friday, 16 October 2026, according to OneIndia. The project was implemented by the Bihar Industrial Area Development Authority and sits in the authority’s industrial area.

The cluster has a common facility centre, which provides shared manufacturing support to small units, according to the report. Industrial sheds and land allotments were distributed at the inauguration. The cluster is meant for the manufacture of leather goods, footwear and accessories, and the report also mentions opportunities in related textile, ethanol and bag manufacturing.

A skilling agreement was signed at the event. The state’s Department of Industries entered into a memorandum of understanding with the Footwear Design and Development Institute to provide skills training and workforce development, according to OneIndia. The institute is a national body for the footwear sector, which is general background.

The Chief Minister set an employment goal. ‘The state government aims to create employment opportunities within Bihar before 2030 for people who currently migrate,’ he said, according to the report. The reports reviewed do not give the number of jobs the cluster itself is expected to create, and the article does not state one.

He pointed to a related project as evidence. A mega food park in the state has attracted investment of more than Rs 600 crore and provides about 3,000 jobs, according to the report. Dividing the investment by the jobs gives about Rs 20 lakh per job, a calculation by IndiaX24 that is only a rough measure because the investment and the jobs may be counted differently.

The cluster’s cost can be compared to that of the food park. Rs 140.95 crore is about 23 per cent of Rs 600 crore, a ratio calculated by IndiaX24, and if the cluster attracted private investment in proportion it would create fewer jobs in absolute terms, although no such forecast is given in the reports.

Future plans were also mentioned. The Chief Minister spoke of a dry port, rapid rail connectivity between Muzaffarpur, Patna and Gaya, and a data centre of 1,000 megawatts by 2030, according to OneIndia. These are plans and not approved projects, and the reports reviewed do not give costs or dates for them.

Leather and footwear is a labour-intensive sector, which is general background, and states with large migrant populations have promoted clusters to retain workers. Bihar’s workers migrate in large numbers to other states, which the Chief Minister’s statement acknowledges. The reports reviewed do not give the number of migrants or the wages that the cluster’s units might offer.

The reports do not say how many units have taken sheds or when production will begin. The distribution of land and sheds at the inauguration suggests that allotments have already been decided, but the number of allottees is not given. Without that number, and without a figure for investment by the units themselves, the cluster’s employment impact cannot be estimated from the sources reviewed.

The location is also notable. Muzaffarpur lies in north Bihar, and the Chief Minister linked the cluster to proposed rail connectivity with Patna and Gaya, according to OneIndia, which suggests that transport links are part of the plan for moving goods. The reports reviewed do not give distances or timelines for those links.

IndiaX24 will report on the cluster’s progress.
